On the morning of Dec. 2, at the seventh third general meeting of the Guangdong Paper Industry Association and the 2021 Guangdong paper industry innovation and development conference, Zhao Wei, chairman of the China Paper Association, made a special speech on the theme of "Fourteenth Five-Year Plan" for the high-quality development of the national paper industry.

Secondly, Mr. Zhao gave a comprehensive interpretation of the "Fourteenth Five-Year Plan" and the "Medium and Long-Term High-Quality Development Outline" of the paper industry. The Outline advocates adhering to the supply-side structural reform as the main line, avoiding blind expansion and consciously changing from production to production, technology and service. Promoting high-quality development is the only way to develop the industry in the 14th Five-Year Plan and beyond. The Outline emphasizes the need to grasp the initiative and reflect the new development concept, pointing out that the industry should improve the level of development, optimize the industrial structure, improve development efficiency, maintain fair competition, and adhere to green development. In addition, the Outline establishes industry development goals for 2025 and 2035 to solidify the industry's foundation from the perspectives of talent and technology, and ultimately achieve high-quality, sustainable development.

2025 goals.

1. Total national paper and paperboard production reaches 14,000,000 tons (annual per capita consumption reaches 100 kg).

2. 30 million tons of virgin paper pulp production.

3. Paper products production of 90 million tons.

4. unit product pulp consumption, energy consumption, water consumption, pollutant emissions to maintain international advanced level.

5. Product structure continues to adjust upward, product quality and variety continue to improve.

2035 goals.

1. total national paper and paperboard production reached 170 million tons (annual per capita consumption reached 130 kg).

2. The proportion of virgin paper pulp more than 30%.

3. 120 million tons of paper products production.

4. strive to biomass energy production accounted for more than 35% of energy consumption.

5. the proportion of cogeneration to more than 90%.

6. maintain international leading level of pulp consumption, water consumption, energy consumption and pollutant emissions per unit of product.

Chairman Zhao is particularly concerned about the issue of "coal to gas" in Guangdong, especially in Dongguan. Guangdong Province paper in the national paper industry in an important position, the promotion of "coal to gas" will have a profound impact on the national paper industry.

General Secretary Xi Jinping formally proposed at the 75th session of the United Nations General Assembly that China should achieve peak carbon by 2030 and carbon neutrality by 2060, and Chairman Zhao expressed his unique insights on how the paper industry can achieve peak carbon and carbon neutrality.
